The Franco-Hova War [manuscript], 1958.

Halpern discusses a minor war between France and Madagascar that lasted from 1883-1885. The Hova were the preeminent tribe in Madagascar and later controlled what would be known as the Hova government. The thesis, 312 pp. plus bibliography, contends that most of the disputes developed over French treaty rights and questions of sovereignty on portions of the island.

In 1782 the Continental Congress directed Benjamin Franklin, the American minister to France, to negotiate a convention concerning the exchange of consuls.
